Page 6 - A Major Program Issue is a question requiring decision in the current budget cycle, with major implications in terms 'of either present or future costs, the direction of a program or group of programs, or a policy choice. The most important feature of the statement of a Major Program Issue is the identification of specific alternative courses of action, and the costs and benefits of each. Pertinent legislative as well as budgetary considerations should be highlighted.
