Richard Hill surely does express what most academics discuss amongst themselves, as long as no "managers" are around. He surely has hit a nerve with most academics, if not all of us.
The core issue
is the march of capitalism through the last bastions of publicly funded, state owned, for the people-by the people type institutes of any western nation. Hill identifies in his frustrated cynicism the whole -sale of whatever was left of a democratic system to a neo-liberal managerialism.
