DOV ZAKHEIM, COMPTROLLER, DEPARTMENT OF DEFENSE INTRODUCTION Mr. LEWIS. The Committee will come to order. This morning we welcome the Honorable Donald H. Rumsfeld, Secretary of Defense, and General Richard B. Myers, Chairman of the Joint Chiefs of Staff, accompanied by my dear friend, Dr. Dov Zakheim, Comptroller of the Defense Department. The official purpose of this hearing is to take your testimony on fiscal year 2003 budget requests for the Department of Defense and the posture of our armed services. This proceeding takes place in a world that is far different from the one that existed when you last testified before the Committee. The events of last September 11 are freshly seared in everyone's minds. It is a date that none of us will ever forget. In fact, this Committee was preparing to mark up your fiscal year budget 2002 request when word came that we all experienced this tragic circumstance in New York. Since that time, we have witnessed a very able operation in Afghanistan to destroy the infrastructure of the al Qaeda terrorist network and the Taliban regime that provided them with the support of an entire state. As we sit here today, United States antiterrorist operations are continuing in that region and elsewhere in the world. We also realize this is only the beginning of a comprehensive campaign to end the scourge of global terrorist networks. Mr. Secretary, General Myers and Dr. Zakheim, as we go forward together, to say the least, the Committee wants you to know that we appreciate both the work that you are about and we are very proud of that which the world has witnessed in Afghanistan. We are also grateful for the professional and dedicated service of all of our personnel and the job that you have done to help build the quality, as well as sustain the quality, of our personnel. We need to remember that in this time of crisis there is a fabulous opportunity to seek the best answers to the challenges raised |
