TOGO D. WEST, JR., SECRETARY OF THE ARMY EXCEPTIONAL CIVILIAN SERVICE AWARD Mr. YOUNG. The Committee will come to order. Before we begin the official hearing, we have a special event this morning. Secretary West is going to present the Exceptional Civilian Service Award to one of our former colleagues and staffers, Mr. J. David Willson. The Committee is very supportive of this award. Dave was with the Committee for over 20 years and with the Defense Subcommittee for 17 of those 20 years. There were a lot of programs that worked so well in Operation Desert Storm that a lot of people wondered if they would work; Dave was there when they were on the drawing board and did such a tremendous job. I remember our personal effort when Dave and I worked together in the area of fleet hospitals that eventually worked into not only a number of global fleet hospitals, but also into two outstanding hospital ships-the COMFORT and the MERCY. If we never did anything else, we did something good there. Dave, why don't you and the Secretary and General Sullivan join us in the middle section with the rest of the Committee members. Secretary WEST. Mr. Chairman and Members of the Committee, one of the pleasures I think General Sullivan and I have is, from time to time, to reward citizens in and out of uniform for their contributions to our national security. So it is with great pleasure that we are here today to say thank you to Dave Willson, after 28 years of distinguished public service, 17 years with the Committee where his efforts on behalf of the Army's procurement programs and especially the modernization of our medium and heavy tactical vehicles have contributed enormously, not only to the ability of our service members to do their jobs on behalf of the Nation, but to return home safely to their families.
